Two students can sit in the same town, take the same number of credits, and get different GI Bill housing checks. One attends a school in a pricey ZIP code; the other attends one two neighborhoods over in a cheaper one. The VA does not care where either of them sleeps. The monthly housing allowance follows the school's ZIP code, not yours, and that single rule decides every move scenario.
The rule comes from the Harry W. Colmery Veterans Educational Assistance Act of 2017, the Forever GI Bill. Since August 1, 2018, VA has based MHA on the ZIP code where the student physically takes the majority of classes, not the school's main training location. Your School Certifying Official reports each course as resident or distance training, term by term, and that certification is what sets your rate. Live 60 miles from campus and commute in for one in-person class? You get paid on the campus ZIP. The address on your lease is irrelevant to the check.
That gives you a clean way to sort every kind of move:
- Move apartments, same school, same format. Nothing changes. Your home address does not set the rate, so tell your SCO about the address change for the file and expect the same payment.
- Transfer to a new school in a different ZIP. The rate changes to the new location's MHA, based on the E-5 with dependents BAH for that area. This is the move most people underestimate when they price a transfer: the tuition math and the housing math can point in opposite directions.

- Classes split across locations. VA uses the ZIP where you take the majority of your classes. The SCO's term-by-term certification is the final word, not the school's main address.
How wide can the spread get? Published examples put a full-time student at Columbia University in New York City near $3,759 a month and a student at Central Wyoming College in Riverton, Wyoming near $1,170. Same benefit, same 36 months of entitlement, and a gap of more than three to one driven entirely by geography. That is why the campus ZIP deserves a line in your budget when you are shopping schools, next to tuition and fees.
My practical take: the move that does not change your check is the one most people expect to matter. Your address is administrative. The school's ZIP is money. If you are considering a transfer, run the new ZIP in the calculator before you commit, because a cheaper tuition bill in a cheaper ZIP can still net you less per month.
